Vehicles in Azad Kashmir are registered by the Excise and Taxation Department of Azad Jammu and Kashmir. When you buy a used rickshaw, the transfer to the new owner is done through the same department, so follow its official transfer procedure together with the seller.
Before you pay, verify the registration on the department's official online portal or at one of its offices. The owner's name, the make and model, and the chassis and engine numbers should match the registration book or card and the rickshaw itself.
Ask the seller to clear any unpaid token tax and traffic challans before the transfer, and keep copies of the sale agreement, the seller's CNIC and the original documents.
